Biography
Norwegian economist and politician of the Labour Party. He was Minister of Petroleum and Energy from 1986 to 1989. From 1980 to 1990 he was director of Statistics Norway. 1990-1995 he was permanent under-secretary of state at the Ministry of Finance.
Øien died of cancer on 5 October 1998 in Oslo, Norway, aged 69.
