Biography
Peruvian politician and Marine who was foreign minister in the constitutional government of General Manuel A. Odria (1956) and the government of the military junta of 1962-1963.
He was Chief of Staff of the Fleet ( 1951 ), deputy director of the Naval War College (1953), general commander of the Fleet ( 1955 ).
He died 23 July 1993
