Biography
Peruvian lawyer and diplomat. He was serving as an ambassador for a long period, specializing in Private International Law, was Minister of Labour and Indigenous Affairs (1959-1960) and Minister of Foreign Affairs (1960-1962). Being at the head of the Foreign Ministry had to face claims of Ecuadorians on the revision of the Rio Protocol of 1942, hindering the free Pan American call for meetings. Therefore, the February 29, 1960 Alvarado sent a memorandum to US Secretary, Adlai Stevenson, asking guarantors shall urge Ecuador to accept the protocol. He was president of the Peruvian Society of International Law from 28 August 1978 until his death on February 6, 1986.
